conf: Generate fdt_static_dtb.h in OBJDIR

Though the kernel build expects ${.OBJDIR} to be equal to ${.CURDIR}
that may not always be the case. Correctly generate fdt_static_dtb.h in
${.OBJDIR}, which is conceptually more correct anyway.
