net-im/(pidgin,libpurple): Remove SILC and make Evolution optional

The port of silc-toolkit was removed in 2025. Evolution is not required
to build Pidgin -- and is not necessary for many -- leave it optional,
defaulting to off (raise PORTREVISION).
