@ziaee thanks for the work on this, and everybody's comments. I think we are best committing this today
because its definitely better than what we currently have, and we can improve on that again as needed.

The FreeBSD-base url here needs to have the pkg+: prefix otherwise it doesn't work in our new CDN world. It seems simplest to just enable here, and let /etc/pkg/FreeBSD.conf specify everything else.

Ivy over to you if this should go into a set or not. This is a 1.12MiB package, with sysrc as well as bsdconfig.

Updated all but the`pkg add -f ..` bit. I hear what you're saying @cperciva but I have already encountered test users who are not comfortable with git, and I would like to give them a simple alternative with mostly familiar tools.
