The FreeBSD-base url here needs to have the pkg+: prefix otherwise it doesn't work in our new CDN world. It seems simplest to just enable here, and let /etc/pkg/FreeBSD.conf specify everything else.
Ivy over to you if this should go into a set or not. This is a 1.12MiB package, with sysrc as well as bsdconfig.

Updated all but the`pkg add -f ..` bit. I hear what you're saying @cperciva but I have already encountered test users who are not comfortable with git, and I would like to give them a simple alternative with mostly familiar tools.

- the actual URL for fetching via pkg add -f .. needs to be validated prior to release
Sadly (1) this doesn't build successfully in poudriere and (2) when used via pkg add ... fails to install as it conflicts with FreeBSD-pkg-bootstrap
